India uses proxy groups to disrupt CPEC, divert security away from Kashmir and destabilize Pakistan. The security apparatus and economic prosperity of Pakistan is challenged by the banned terror outfits like TTP and BLA. Since 2022, the terrorist attacks on Pakistan security personnel are getting intense and frequent in KPK and Balochistan. The rise in terror activities by TTP and BLA are attributed to the Taliban regime in the Kabul and renewed efforts of RAW at sabotaging CPEC to counter the Chinese influence and destabilizing Pakistan. India has adopted hybrid warfare tactics to make Pakistan a target of terrorist activities. Despite the lack of conclusive evidence of the links between RAW and terror outfits BLA and TTP, their efforts of disintegrating Pakistan, disrupting CPEC and targeting Pakistan security personnel suggests a working arrangement between them. The internal security challenges divert Pakistan’s attention away from Kashmir which ultimately serve the Indian efforts of integrating Kashmir into it.
The most evident aspect of using the proxy groups like BLA and TTP by India is disrupting CPEC by targeting Chinese officials and engineers by both terror outfits and kidnapping Chinese officials for ransom. It is evident by the BLA’s Operation Dar-e-Bolan in Mach and Jaffar express train hijacking. These high profile cases delay the CPEC development projects and deter the Chinese and other foreign investments in the Balochistan. Pakistan officials have referred BLA as Fitnah-ul-Hindustan. BLA aligns itself with the India to challenge both Pakistan and China. In May 2025 conflict they announced their support for India, which indicates an alignment of India with BLA. CPEC is an economic and strategic threat to India. India fears Chinese presence and its economic ambitions in the Indian Ocean. Moreover, it wants to divert the trade traffic away from CPEC towards the Chabhar port from Central Asia and Afghanistan.
A clear evidence of India’s involvement in Balochistan is the arrest of Kulbhushan Yadhev, an Indian Naval Commander, who entered Pakistan without authentic visa through Iran. He acknowledged his involvement in multiple terrorist attacks, espionage and sponsoring terrorists in Balochistan and Karachi. Pakistan also captured TTP’s Commander in 2023, Nasrullah from Balochistan. His statement showed the clear coordination between BLA and TTP as he was assisted by BLA to cross the border into Pakistan. He also told that RAW was actively backing and supporting BLA and TTP to target the security personnel and CPEC. The RAW agents also held meetings with them at Indian Embassy, Kabul. According to the Ihsanullah Tipu, BLA and TTP also support each other on the social media by sharing and supporting their attacks and insurgent activities against the state. Despite their ideological differences, their coordination and support for each other suggests either their common aim against Pakistan or “common investor” India as claimed by Balochistan Chief Minister Ziaullah Langua.
Moreover, in 2022, Pakistan submitted a dossier to UN Secretary General which claimed that there are” irrefutable evidence” of TTP links to India. This dossier detailed financing, transaction details, telephone calls and logistical support provided by RAW to the TTP to carry out attacks in Pakistan. TTP aimed to establish sharia law in Pakistan but it has evolved its ideology from Islamic to the ethnic. Now TTP leaders posed themselves as a saviors of Pashtuns in KPK from Pakistan army. Meanwhile, BLA is a nationalist separatist outfit that aims to establish a separate Balochistan state. The aims of these two outfits align with the RAW’s founding ambition that was to disintegrate Pakistan which led to separation of East Pakistan in 1971. The BLA is operating on the playbook of Mukhti Bahnis; trained and supported by RAW against Pakistan. It indicates the involvement of India with the BLA and TTP. These terror attacks and insurgencies weaken Pakistan’s internal security, diverts its attention away from the Kashmir issue and delays CPEC which undermines Pakistan’s security and economic prosperity.
After the May Conflict 2025, India is actively involving TTP and BLA into the regional geopolitical equation. Their objective is clear: to undermine Pakistan’s influence on Taliban regime and make Pakistan’s western front hot and disrupt CPEC. Keeping Pakistan engaged in internal as well external security concerns would ultimately favors India in pursing integration of Kashmir into it and establish its regional dominance. Consistent and intense attacks by BLA and TTP has complicated the Pakistan’s security landscape which undermined Pakistan’s influence over Afghan Taliban and delayed the CPEC development.
